Morgan Hill, Calif., is the worst small city in the U.S. to open a business, according to a new ranking from WalletHub.
To create the ranking, released April 16, WalletHub compared more than 1,300 cities with a population of 25,000 to 100,000 residents across 18 metrics, including small businesses growth, investor access and labor costs.
Here are the 10 worst small cities to open a business:

2. Saratoga, Calif.
3. Oakley, Calif.
4. Pacifica, Calif.
5. Potomac, Md.
6. Los Gatos, Calif.
